Head of Audit Department

 

Job Summary
Head of Internal Audit is responsible for the audit of the operations, documentation and structures of the Company. He/she shall audit and advise that the Company employs reliable and quality processes, suitable systems & reports and that staff is adhering to agreed processes and is conversant in using the Company’s systems & reports. Head of Internal Audit is directly reporting to the Audit Committee for all audit related issues.
Responsibilities:
Guidelines and Compliance:
·         Prepare, implement and review policies, procedures and other guidelines assuring full performance of IAD and its audits;
·         Ensure compliance of the conducted audits by IAD with recommendations issued by The Institute of Internal Auditors (IIA), the International Standards of Auditing (ISA), guidelines issued in the Company’s charter and national laws and regulations;
·         Review company operations, evaluating their efficiency, effectiveness, and compliance with corporate policies & procedures, laws, National Bank and government regulations
·         Review the company’s policies and procedures that they support effective, efficient and safe operations for the mission of the Company;
·         Ensure that the Company’s operations and guidelines are in accordance with Kyrgyz Laws and regulations.
General Responsibilities:
·         Plan and organize the activities of the IAD including annual audit plan, regular review of risk exposures and risk management – both entity wide and at the department/branch level;
·         Establish and maintain a holistic audit approach in consideration of the functions and operations of the different entities within the Company;
·         Meet with the Audit Committee on a regular basis and present findings and recommendations concerning audited activities to the Audit Committee and the General Director;
·         Determine, plan and supervise the work of the audit staff and other subordinates for the performance of internal audits. Lead the audit team and provide professional support to the team members. Assist on hiring of professional personnel for IAD;
·         Review the internal controls for their adequacy to assure good operations and to protect against fraud and waste;
·         Advice and check to discover and eliminate fraud;
·         Develop and update audit programs and checklists;
·         Plan and monitor audit work schedules;
·         Develop and recommend implementation of forms, systems, and procedures to carry out responsibilities & accomplish goals of the IAD;
·         Assist for the preparation of the Company’s annual accounts and budgets with regard to IAD;
·         Provide adequate reporting to the Audit Committee and General Director to assure full and meaningful reporting;
·         Establish and maintain a reminder system to follow up on proposed and agreed corrections and other changes;
·         Cooperate with external auditors;
·         Conduct special audits/investigations as requested by the Board, Audit Committee or General Director.
Special Obligations and Rights
Consulting:
·         Provide consultancy and advice to the staff of the Company to support the improvement and correction of processes and standards;
·         Disseminate good experience and practice within the Company;
·         Attend, review and advise for staff training to fulfill the need of audit observations
Others:
·         Continuously assure his / her professional expertise, legal and regulatory knowledge necessary for the work responsibility;
·         Assure full confidentiality of Company, staff and client data;
·         Support to avoid and protect the Company, its staff and clients from fraud and other damages;
Head of Internal Audit has the right to:
·         Demand necessary documents and information from all staff of the Company;
·         Initiate any external audit or investigation deemed necessary.
Requirements:
Education:
·         University degree or equivalent in accounting, audit, business management, economics or related fields;
·         Certification as and Certified Accounting Practitioner would be a plus.
Professional skills:
·         Minimum work experience of 10 years, incl. at least 2 years within finance or banking industry, with a growing level of responsibility group leader / deputy audit manager;
·         Practical experience in planning, forecasting, good understanding of the economic situation and the market;
·         Knowledge of audit processes, procedures, including audit planning techniques and methodologies to examine and verify financial and operating records, statements, reports and to evaluate working processes;
·         Ability to gather, analyze and evaluate facts, and prepare and present concise oral and written reports;
·         Fluent knowledge of Russian, Kyrgyz and English;
·         Computer literate: MS Office (Word, Excel, PowerPoint) & Internet.

·         Possess excellent oral and written communication skills as well as strong interpersonal, organizational and attention to detail skills;
  • Superior analytical, research, numerical and problem-solving skills.

 

 

 

Head of Risk Department

 

Job Summary
Head of Risk Department is responsible to oversee and analyze the risks of the Company and to advise and guide for reducing those risks.
He/She has to assure that the Company is continuously aware of its risk positions and applies strategies and measures to control, avoid and reduce or accept risk in a suitable manner.
 
Responsibilities:
Risk Management
·         Implement tools for suitable measuring of the different risk categories;
·         Design and implement an overall risk management process, incl. appropriate policies, procedures etc.;
  • Monitor the market conditions for any risk area;
  • Regularly identify, assess and present the risk affecting the company;
  • Advice for risk strategies and actions to avoid, reduce, mitigate and / or and accept risks;
  • Monitor, evaluate and challenge the success of the managing of risk.
Communication & Training
  • Issue comprehensive and regular risk reports;
  • Assure regular information to other departments;
  • Provide support, education and training to staff to build risk awareness;
  • Assure ongoing and up-to-date own training and knowledge for risk management, legal and regulatory requirements.
Particular Responsibilities
  • Monitor the FX hedging;
  • Monitor the AL and interest rate risk.
Other
  • Issue, review and implement policies and procedures with regard to the department;
  • Perform any other task, which may be assigned;
·         To keep him-/ herself up-to-date about the professional, legal and regulatory requirements for the job function.

·         FX risk
·         Credit & portfolio risk
·         Reputation
·         Technical risk, in particular: system and data security
·         HR
·         Political and Disaster risk
·         Any other risks the company may face.
Requirements:
Education:
  • University degree in banking, finance, business management, mathematics, or related fields.
Professional skills:
  • Minimum work experience of 10 years, where at least 3 years at managerial level, preferred within financial sector;
  • Practical experience in planning, forecasting, good understanding of the economic situation and the market;
  • Knowledge of measuring and reporting different risk categories: market, credit, operational and other risks;
·         Fluent knowledge of Russian, Kyrgyz and English;
·         Computer literate: MS Office (Word, Excel, PowerPoint) & Internet;
·         Experience in using office equipment.
Personal qualities:
·         Possess excellent oral and written communication skills as well as strong interpersonal, organizational and attention to detail skills;
